The thing that I don't understand is this,
the RAM costs are down, the CPU prices are down,
layoffs are up, the economy is sluggish,
why the hell is bandwidth still expensive?

It is? Sprint owns a ton of the long haul lines, and they're not a monopoly. Anyone who wants to run fiber is free to do so, I think.
It's expensive to lay cable, though.
